It's mentioned in the movie. We can assume that he was a rogue Zira met or the only male Outlander. Scar also isn't the father of Nuka and Vitani. If Zira is so devoted to Scar and Kovu isn't his cub, why would she cheat on him and thus have the other male's cub, not to mention why would Scar make that cub the heir? It doesn't make sense that any of them Scar's cubs despite Nuka and Kovu's ressemblence. Most likely they share the same father.
